بالشويک انقلاب پر نائيلس کو ترجمہ کے جرم ميں نہ صرف گرفتار اور قيد کيا گيا بلکہ اسے ٹارچر بھي کيا گيا? ”پروٹوکولز“ کے پہلے انگريزي مترجم کا نام تھا Victor e Marsden جو برطانوي ہونے کے ساتھ ساتھ ”مارننگ پوسٹ“ کا نمائندہ بھي تھا? قومي اور بين الاقوامي قوانين کو بدلا نہيں جائے گا بلکہ اسي حالت ميں اس طرح استعمال کيا جائے گا کہ تفہيم ميں تضاد پيدا ہو اور قانون سرے سے ہي غائب ہو جائے?“ اميد ہے روتھ شيلڈ سوچ کا کچھ نہ کچھ اندازہ ہو گيا ہو گا? 1215ء ميں رومن کيتھولک کونسل کي ميٹنگ ہوئي جس ميں سب سے اہم موضوع يورپ کے تمام ملکوں پر ”يہودي يلغار“ تھا? ميٹنگ ميں چرچ کے سربراہوں نے فيصلہ کيا کہ سود کا خاتمہ کر ديا جائے اور يہودي قرض خواہوں کے تجارت ميں بے اصول طريقوں کو جس سے وہ عوام کا استحصال کرتے ہيں روک کر بدعنواني اور بداخلاقي کو چلنے نہ ديا جائے? 1253 ميں حکومت فرانس نے يہوديوں کو ملک چھوڑنے کا حکم ديا? اکثر يہودي انگلينڈ چلے گئے جہاں 1255ء تک يہودي قرض خواہوں نے چرچ کے بڑوں اور دوسرے شرفاء پر مکمل کنٹرول حاصل کر ليا? راز کھلنے پر 18 يہودي مجرم نکلے اور بادشاہ ہنري سوم نے انہيں سزائے موت دے دي? 1348 ميں سسکيوني، 1360 ميں ہنگري، 1370 ميں بلجيم اور سلوويکيا، 1420 ميں آسٹريليا، 1444 ميں ہالينڈ، 1492 ميں سپين، 1495 ميں لتھونيا، 1498 ميں پرتگال، 1540 ميں اٹلي اور 1551 ميں بويريا نے انہيں نکال ديا? چارلس کو مقدمہ چلائے بغير سزائے موت بھي نہيں دي جاسکتي اور اس کے لئے کافي مواد بھي موجود نہيں? اس لئے ميرا مشورہ ہے کہ کنگ چارلس کو قتل کرديا جائے مگر قاتل کے حصول کے لئے ميں کچھ نہيں کرسکتا البتہ اسے بھاگنے ميں مدد دے سکتا ہوں“ يہودي ڈائريکٹر پريٹ نے اس کے جواب ميں 12 جولائي1647ء کو لکھا” جونہي چارلس کو ہٹاديا گيا اور يہوديوں کو واپس آنے کي اجازت دے دي گئي? مالي امداد فراہم کردي جائے گي ،قتل کرنا خطرناک ہے ،بہتر ہوگا کو چارلس کو فرار کا موقع ديا جائے اور پھر اسے گرفتار کرليا جائے، يوں اس پر مقدمہ چلانا اور سزائے موت دينا ممکن ہوگا“? 12نومبر1648ء چارلس کو بھاگنے کا موقع دے کر پکڑ ليا گيا، اسي دوران کراموئيل نے پارليمنٹ کے بہت سے ممبرز کو نکال ديا? اس کے باوجود جب 5دسمبر1648ء کو پارليمنٹ کا اجلاس ہوا تو اکثريت نے فيصلہ کيا کہ بادشاہ جو رعايتيں دينے کو تيار ہے وہ کافي ہيں ليکن کرامويل لڑ گيا? اس نے کرنل پرائيڈ کو حکم ديا کہ ان ارکان کو نکال ديا جائے جنہوں نے بادشاہ کے حق ميں فيصلہ ديا ہے? اس طرح پارليمنٹ ميں صرف50ارکان رہ گئے ? انہوں نے 9 جنوري1649ء کو ايک ايسي عدالت کا اعلان کيا جو بادشاہ پر مقدمہ چلائے گي? بادشاہ کي فرد جرم بنانے کے لئے کوئي انگريز وکيل نہ ملا تو ايک گمنام يہودي کو اس پر مقرر کيا گيا? بادشاہ کے خلاف سماعت ہوئي اور اس طرح انگلينڈ کے شہريوں کي طرف سے ہرگز نہيں بلکہ بين الاقوامي يہيودي مہاجنوں، سود خوروں اور قرض خواہوں کي وجہ سے بادشاہ کو مجرم قرار دے کر اسے سزائے موت ديدي گئي اور پھر 30جنوري1650ء کو لوگوں کے سامنے اس کا سر قلم کرديا گيا? يہ تھا بھيانک انتقام اس جبري خروج کا جو ايڈورڈ اول نے يہوديوں پر مسلط کيا تھا? يہاں يہ بات اچھي طرح سمجھ ليني چاہئے کہ مقصد صرف انتقام ہي نہيں بلکہ انگلينڈ کے مالياتي نظام کے ذريعہ حکومت پر قبضہ بھي ايک بڑا مقصد تھا، پھر انگلينڈ کو دوسرے ملکوں کے ساتھ بہت سي جنگوں ميں ملوث کرکے اکثر بادشاہوں کو کنگال کرنے کے بعد انہيں بڑے بڑے قرض دئيے گئے اور اس طرح تقريباً تمام يورپي اقوام کو ”مقروض“ کرديا گيا? پھر سازشوں، جوڑ توڑ، ذہين چالوں کي ايک لمبي داستان ہے اور يہ معصوم سا کالم ظاہر ہے اس کا متحمل نہيں ہوسکتا ہم سيدھے شارٹ کٹ مار کر وليم کي تخت نشيني (1699)پر آتے ہيں جس کے بعد اس نے حکم ديا کہ يہودي بنکوں سے بارہ لاکھ پچاس ہزار پونڈ قرضہ ليں? تاريخ آج تک نہيں جانتي کہ يہ قرضہ دينے والے پوشيدہ ہاتھ کن کے تھے? ڈيل کو خفيہ رکھنے کے لئے ميٹنگ چرچ ميں ہوئي، صہيونيت نے مندرجہ ذيل شرائط پر قرض دينا قبول کيا? 1?ان کے نام ظاہر نہ کئے جائيں اور انہيں” بنک آف انگلينڈ“ کے قيام کا چارٹر ديا جائے(نامہ کے ذريعہ يہ تاثر دينا تھا کہ يہ سرکاري ہے)? 2?انہيں قانوني حق ديا جائے کہ وہ سونے (Gold) کو سکے کي بنياد(گولڈ سٹينڈرڈ) بنا سکيں? 3?انہيں ايک پونڈ سونے کے عوض دس پونڈ تک قرضہ دينے کي اجازت دي جائے? 4?پورے قومي قرضہ کو اکٹھا کرنے کے بعد انہيں يہ حق ديا جائے کہ وہ يہ قرضہ اور اس کا سود لوگوں سے براہ راست ٹيکس کے ذريعہ وصول کرسکيں? کيا ہمارے عظيم قائدين سوچ بھي سکتے ہيں کہ گولڈ سٹينڈرڈ کے نتائج کيا نکلے؟ اگر انگلينڈ کا قرض تب 4سالوں ميں ايک ملين پونڈز سے بڑھ کر16ملين پونڈز ہوگيا تھا اور 1945ء ميں يہ قرض 22 ارب 50 کروڑ 35 لاکھ ہوچکا تھا تو اس آکٹوپس کے سامنے موجودہ دنيا کي حقيقت اور حيثيت کيا ہوگي؟ پاکستان تو کسي شمار قطار اور کھاتے ميں ہي نہيں کہ چہ پدي چہ پدي کا شوربہ اور پھر امريکہ کي مشکيں کيسے کسي گئيں يہ اک اور طلسم ہوشربا ہے جو کسي ”حضرت صاحب“ کي سمجھ ميں بھي نہ آسکے گي کہ اس کے لئے”درس نظامي“ سے زيادہ علم درکار ہے? سچ يہ ہے کہ پورا عالم اسلام اپنے اصل حريف سے واقف ہي نہيں کيونکہ يہ”اصل آقاؤں“ کے غلاموں کے غلاموں کے غلاموں کے غلاموں کے سايوں اور پرچھائيوں کا غلام ہے? ان کے حکمرانوں اور فکري و مذہبي ليڈروں کي بھي عموما دو ہي صفات ہيں ،اول جہالت دوم عياشي? Rise of the Tehrik-i-Taliban Pakistan

FATA (Federally Administered Tribal Areas) (Pashto: مرکزي قبایلي سیمې) is a semi-autonomous tribal region in the northwest of Pakistan, lying between the province ofKhyber Pakhtunkhwa, Balochistan, and the neighboring country of Afghanistan. FATA comprises seven Agencies (tribal districts) and six F.Rs (Frontier regions). The territory is almost exclusively inhabited by Pashtun tribes which are predominantly Sunni Muslims by faith. The total population of the FATA was estimated in 2000 to be about 3,341,070 people, or roughly 2% of Pakistan's population. Only 3.1% of the population resides in established townships. It is thus the most rural administrative unit in Pakistan.

The region was annexed in the 19th century during the British colonial period, and though the British never succeeded in completely calming unrest in the region, it afforded them some protection from Afghanistan. The British Raj attempted to control the population of the annexed tribal regions with the Frontier Crimes Regulations (FCR), which allowed considerable power to govern to local nobles so long as these nobles were willing to meet the needs of the British. Due to the unchecked discretionary power placed into the hands of the jirga put into place by these nobles and to the human rights violations that ensued, the FCR has come to be known as the "black law." The annexed areas continued under the same governance after thePartition of India, through the Dominion of Pakistan in 1946 and into the Islamic Republic of Pakistanin 1956.

According to the United States Institute of Peace, the character of the region underwent a shift beginning in the 1980s with the entry into the region of the Mujahideen and CIA Operation Cyclone, against the Soviet Union prior to the fall of the Berlin Wall and collapse of Soviet Union.

The FATA are bordered by: Afghanistan to the west with the border marked by the Durand Line, Khyber-Pakhtunkhwa to the north and east, Punjab and Balochistan to the south.

The seven Tribal Areas lie in a north-to-south strip that is adjacent to the west side of the six Frontier Regions , which also lie in a north-to-south strip. The areas within each of those two regions are geographically arranged in a sequence from north to south.

The geographical arrangement of the seven Tribal Areas in order from north to south is: Bajaur, Mohmand, Khyber, Orakzai, Kurram,North Waziristan, South Waziristan. The geographical arrangement of the six Frontier Regions in order from north to south is: Peshawar, Kohat, Bannu, Lakki Marwat, Tank, Dera Ismail Khan.

The Federally Administered Tribal Areas consists of two types of areas i.e. Agencies (Tribal Districts) and F.Rs (Frontier Regions). FATA has seven Tribal Agencies and Six F.Rs. These are (in order, from North to South):

• Khyber Agency
• Frontier Region Peshawar
• Frontier Region Kohat
• Orakzai Agency
• Kurram Agency
• Frontier Region Bannu

Rise of the Tehrik-i-Taliban Pakistan

In 2001, the Pakistani Taliban and al-Qaeda began entering into the region. In 2003, Taliban and al-Qaeda forces sheltered in the FATA began crossing the border into Afghanistan, attacking military and police. Shkin, Afghanistan is a key location for these frequent battles. This heavily fortified military base has housed mostly American special operations forces since 2002 and is located just six kilometers from the Pakistani border. It is considered the most dangerous location in Afghanistan. With the encouragement of the United States, 80,000 Pakistani troops entered the FATA in March 2004 to search for al-Qaeda operatives. They were met with fierce resistance from Pakistani Taliban.It was not the elders, but the Pakistani Taliban who negotiated a truce with the army, an indication of the extent to which the Pakistani Taliban had taken control. Troops entered the region, into South Waziristan and North Waziristan eight more times between 2004 and 2006 and faced further Pakistani Taliban resistance. Peace accords entered into in 2004 and 2006 set terms whereby the tribesmen in the area would stop attacking Afghanistan and the Pakistanis would halt major military actions against the FATA, release all prisoners, and permit tribesmen to carry small guns.In 2007 the Pakistani Taliban in FATA became officially known under the name Tehrik-i-Taliban Pakistan. 

These Takfiri Taliban consider other Muslims who do not adhere to their fanatical distorted, heretic  views as infidels to justify indiscriminate killing. They have invented their own religion tarnishing the image of Islam. TTP has declared war against state of Pakistan and its people, attacking military installations, killing innocent people, children, women, young and old. Pakistan’s new Waziristan strategy

On June 4, 2007, the National Security Council of Pakistan met to decide the fate of Waziristan and take up a number of political and administrative decisions to control "Talibanization" of the area. The meeting was chaired by President Pervez Musharraf and it was attended by the Chief Ministers and Governors of all four provinces. They discussed the deteriorating law and order situation and the threat posed to state security. To crush the armed militancy in the Tribal regions and Khyber-Pakhtunkhwa, the government decided to intensify and reinforce law enforcement and military activity, take action against certain madrassahs, and jam illegal FM radio stations.

US Drone attacks have killed only 1% militants, 99% innocent civilians, drawing string reaction and tribal revenge attacks in Pakistan killing over 30,000 civilians.

Described as the "most dangerous place on the earth" Pakistan’s tribal areas have witnessed ever increasing carnage. According to partial data compiled by the South Asia Terrorism Portal (SATP), a total of 5,023 persons, including of 4,296 militants, 490 civilians and 237 SF personnel, were killed in 672 incidents of killing in 2010 (all data till December 12), as compared to 5,238 persons, including 4,252 militants, 636 civilians and 350 SFs killed in 835 incidents of killing in 2009. This indicates is a decline of 23 and 32.3 percent respectively in the number of civilians and SFs killed in 2010, as compared to 2009. Militants’ fatalities, on the other hand, have risen marginally. The number of major incidents (involving three or more killings) has decreased from 383 in 2009 to 369 in 2010.

The American intrusion into Pakistani territory to kill Osama Bin Laden has created the internal consensus that Pakistan needs to put its house in order, improve internal security and manage relations with the US, India and Afghanistan while respecting public opinion.

The attack on the naval airbase in Karachi on Sunday — costing valuable lives and destroying vital defence assets — does not change these imperatives but underlines the fact that the security apparatus needs drastic improvement.

The American occupation of Afghanistan, their refrain that Pakistan do more in the war on terror, augmented drone strikes and avowals to repeat intrusions for high-value targets suspected to be in Pakistan, all erode support for the Pakistani government and the armed forces.

India exacerbates the situation by demanding that Pakistan tackle terrorism more effectively while denying it the space to do so, with its military projecting aggressive doctrines and claiming an ability to mount incursions into Pakistan.

One hopes that America and India realise the counter-productivity of their attitudes and actions which clearly contradict their proclaimed objective of a stable Pakistan. However, Pakistan has to deal with the situation as it is, not as it should be.

Many steps should be taken on the security front. Escalating terrorist attacks on the armed and security forces aim to demoralise, discredit and destabilise. No doubt, foreign funding plays an important part. However, this does not absolve the government and its security institutions from taking radical action to reverse Pakistan's soft state image.

The management, control and data collection of people and money entering Pakistan and within Pakistan must be undertaken by utilising the existing National Database and Registration Authority infrastructure.

American and Afghan demands that infiltration from Pakistan be curtailed, which in fact has become a two-way process, need to be met by fencing the Pakistan-Afghan border. Terrorists and criminals should be dealt with by strictly controlling the limited road routes into Pakistan.

Intelligence agencies everywhere tend not to share information; but the time has come for the Pakistani intelligence agencies and police, which have the largest footprint, to work effectively together. The Bin Laden episode and naval base attack reflect a major failure not just of the military intelligence agencies, but also of the civilian intelligence establishment and police.

All of them should be equally built up as counterweights for better future results. Often intelligence agencies are used as sinecures for retirees. As in other developing countries, police recruitment is frequently used to satisfy political quotas.

This needs to be changed. The intelligence agencies should be staffed largely by civilian officers with ability and integrity, retained for the duration of their careers, to create a dedicated capability. This would result in the military agencies' backbone being composed of career civilians rather than short term military officers.

Surveillance

The physical perimeter of all important facilities should be increased wherever possible, and actual/electronic surveillance improved as was expected after the 2009 attack on Army Headquarters in Rawalpindi. Vulnerable facilities should be moved to less built-up areas as done elsewhere.

Apart from the need to revisit the entire security structure, there is the challenge for the government and the armed forces to take the people of Pakistan along. This requires revision of governance including foreign policy and economic assistance from abroad.

Without improving the economy through broadening the tax base, infrastructural development, better and widespread education and creating more jobs, growing popular discontent which feeds extremism and terrorism, will not be reversed.

As regards foreign policy, ‘leverage' is not all in American hands as long as they are in Afghanistan. While this factor should not be overestimated, the American, Nato and ISAF logistics supply chain goes largely overland through Pakistan and, what is forgotten, almost all air supplies use Pakistan's airspace. It is time that the air-transit facility was changed from block sanction to a flight-by-flight permission procedure as is done internationally.

Despite Pakistan's partial dependence on American military and economic assistance, a more independent position can be taken without confrontation. If the economy is improved, along with rising workers' remittances and higher wheat, rice and cotton harvests, Pakistan could wean itself away from American aid flows, likely to decline in any case due to the recession and renewed Congressional opposition; and from an IMF programme with restrictive conditions.

While combating terrorism, the government and the military should work in this direction, beyond institutional and party concerns. This is what Pakistanis expect and deserve.
