    سب کا پاکستان ایک خواب Inclusive Pakistan


    ماہرین اس بات پر گہرائی سے غور و فکر کر رہے تھے کہ ایک ایسا ملک جس کے پاس مذہبی قومی نسلی تعصبات سے بالاتر ہو کر شہریوں کو باہم شیر و شکر کرنے والا آئین ہو اس ملک کے بدترین مذہبی تعصب میںمبتلا ہونے کی وجوہات کیا ہو سکتی ہیں ۔

    کچھ ماہرین کا خیال ہے کہ ماضی میں ریاست کی طرف سے علاقائی حالات کے باعث ملک میں مذہبی عصبیت کے فروغ دینے کا ردعمل ہے۔ کچھ اس صورت حال کو نظریاتی انتہا پسندی کے تناظر میں دیکھتے ہیں تو کچھ کا خیال ہے کہ اس کی وجہ عسکری اور سیاسی قیادت میں عدم توازن کے باعث معاملہ پر توجہ نہ دیا جانا ہے۔ تاہم تمام مباحثے پاکستانی معاشرہ میں انتہا پسندی کی وجوہات کا احاطہ کرنے میں بری طرح ناکام ہیں۔ تاہم مجموعی طور پر اس قسم کے غورو فکر کے نتیجے میں اس بات پر اتفاق دکھائی دیتا ہے کہ پاکستانی معاشرہ میں شدت پسندی اور تقسیم کی بنیادی وجہ یہ ہے کہ معاشرہ اور ریاست مجموعی طور پر جدت پسندی اور قدامت پسندی کے مابین بری طرح جکڑے ہوئے ہیں۔ 

    گوجرہ ہنگاموں‘ جن میں عیسائی برادری کو ٹارگٹ کیا گیا تھا‘ کے بعد کچھ مسلمان دانشوروں نے اس معاملہ پر قابو پانے کے لیے آئینی حدود میں رہتے ہوئے کوششوں کا آغاز کیا تھا۔ فیصل آباد واقعہ نے ملک کا بین الاقوامی سطح پر تاثر بری طرح متاثر کیا تھا۔2009ء تو ایسا سال تھا جس میں اقلیتوں پر سب سے زیادہ حملے ہوئے۔ 

    ایک عام پاکستانی ایک مخصوص فریم میں رہتے ہوئے ترقی پسند بننا چاہتا ہے۔ ریاست بھی بین الاقوامی کمیونٹی میں اپنے اداروں میں اصلاحات کے بغیر اہم مقام کی خواہاں ہے یہ ظاہری تضاد ہمارے رویوں میں دوغلا پن پیدا کر رہا ہے جس کا نتیجہ یہ نکلتا ہے کہ ایک شخص اپنے گزشتہ موقف سے ہٹے بغیر ہی مکمل یوٹرن 
    لے لیتا ہے۔ اسی سنڈروم میں بظاہر ہماری نئی حکومت مبتلا محسوس ہوتی ہے۔ 

    اپنے ضمیر کو مطمئن کرنے کے لیے ریاست نے ایسے اقدامات بھی کئے ہیں جن سے یہ تاثر ابھرتا ہے کہ ماضی کی غلطیوں کی تصحیح کا فیصلہ کیا جا چکا ہے اور معاشرہ میں اجتماعیت کے رویہ کے فروغ کی کوشش کی جا رہی ہے۔ اس طرح کی ایک کوشش رواں برس کی ابتدا میں پیغام پاکستان کی صورت میں کی گئی۔ پیغام پاکستان معاشرہ میں بڑھتی انتہا پسندی اور تشدد کے خلاف متبادل بیانیہ ہے جو مذہبی علماء کے فتوئوں پر مشتمل ہے۔ 

    اس ڈیکلریشن میں ملک بھر کے 1800سے زائد علماء کا اتفاق ہوا تھا ۔پیغام پاکستان کو ریاست اور معاشرہ کی مشترکہ اجتماعی سوچ کا عکاس قرار دیا جا رہا تھا اور یہ کام آئین پاکستان اور قرآن و سنت کی روشنی میں مرتب کیا گیا تھا۔ پیغام پاکستان کے بعد ہی سکیورٹی اداروں نے تعلیمی اداروں میں شعور کی بیداری کی مہم کا آغاز کیا تھا جس کو پاکستان کا روڈ میپ قرار دیا جا رہا تھا۔ حیران کن امر یہ ہے کہ اس ڈیکلریشن کو چند کالعدم تنظیموں نے یرغمال بنانے کی کوشش بھی کی۔ ان تنظیموں کی قیادت اس ڈیکلریشن کی افتتاحی تقریب کے وقت صدارتی محل میں بھی موجود تھی تاہم اس پیغام کو پھیلانے کیلئے ملک بھر میں سیمینار کا اہتمام کیا گیا۔ بظاہر یہ ایک مثبت عمل محسوس ہو رہا تھا کہ کالعدم تنظیمیں اور تشدد پسند تنظیمیں بھی پیغام پاکستان کی پاسداری اور حمایت پر آمادہ ہیں مگر اس کا ایک نقصان یہ ہوا کہ ردعمل میں ایک فرقہ نے اس ڈیکلریشن کو یہ کہہ کر مسترد کر دیا کہ اس ڈیکلریشن کی صورت میں کالعدم تنظیموں کو محفوظ راستہ دینے کی کوشش کی گئی ہے۔ جو اس وقت شدید دبائو میں تھیں۔ 

    تحریک لبیک پاکستان کا شمار بھی ان جماعتوں میں ہوتا ہے جنہوں نے پیغام پاکستان کی تائید و حمایت نہیں کی۔ بہت سے مذہبی حلقوں کا خیال تھا کہ کالعدم تنظیمیں اہل سنت والجماعت اور جماعت الدعوہ اس دستاویزکو عوام میں اپنی قانونی حیثیت کے لیے استعمال کر رہے ہیں یہی وجہ ہے کہ’’ پیغام پاکستان‘‘ ملک میں کوئی واضح تاثر پیدا کرنے میں ناکام رہا۔ جہاں تک پیغام پاکستان کے مواد کا تعلق ہے‘یہ جامع اور مذہبی دلائل سے بھر پور ہے مثال کے طور پر اس میں پاکستانی معاشرہ کی تنظیم نو کی بات کی گئی ہے اور کہا گیا ہے کہ پاکستانی نہ دوسروں کے مذاہب کی تذلیل کریں گے نا ہی ان مذاہب کے پیشوائوں کی بے توقیری اور توہین کی جائے گی۔ مسلمانوں پر لازم ہو گا کہ وہ دوسرے مذاہب کے افرادکو تبلیغ اور دلائل سے قائل کر کے اسلام کی جانب راغب کریں گے۔ 

    جبکہ دیگر مذاہب کو اپنے مذہبی عقائد اور عبادات کی مکمل آزادی ہو گی۔ پیغام پاکستان میں آئین پاکستان میں مذہبی آزادی کی شقوں کوبھی قرآن و سنت کے عین مطابق اور ہم آہنگ قرار دے کر ان کی تائید کی گئی ہے۔ 
    پیغام پاکستان میں یہ بھی لکھا گیا ہے کہ ریاست اخلاقی اور قانونی حدود میں رہتے ہوئے دیگر تمام مذاہب کو مذہبی آزادی کی گارنٹی دیتی ہے۔
    ان حقوق میں یہ بھی شامل ہے کہ ریاست کی نظر میں تمام شہری برابر ہوں گے، سب کو مساوی مواقع حاصل ہوں گے۔ قانون کی نظر میں سب برابر ہوں گے، ان کو برابر سماجی معاشی حقوق‘ سیاسی انصاف‘ آزادی اظہار اورعبادت کی آزادی حاصل ہو گی۔ اسی طرح اس ڈیکلریشن میں فرقہ وارانہ تعصب ‘مسلح تصادم اور بزور طاقت دوسروں پر اپنے مخصوص عقائد مسلط کرنے کی مذمت بھی کی گئی ہے۔ اس ڈیکلریشن ‘جس پر تمام علماء کے دستخط موجود ہیں‘ میں یہ لکھا گیا ہے کہ وہ معاشرہ میں جمہوری اصول کے فروغ کے لیے مل کر کام کریں گے اس سماج کی بنیاد رکھنے میں اپنا حصہ ڈالیں گے جس میں آزادی ‘ مساوات، برداشت، ہم آہنگی اور باہمی احترام موجود ہو اور انصاف کے حصول کے لیے ایک دوسرے کے وجود کو تسلیم کرنے کے رویے کو فروغ دینے میں معاونت فراہم کریں گے۔ 

    ڈیکلریشن کے تناظر میں دیکھا جائے تو پیغام پاکستان یہ دعویٰ کرتا دکھائی دیتا ہے کہ آج کے جدید دور میں پاکستان ایک ایسا ملک ہے جہاں مجموعی طور پر قانون سازی بھی اسلامی قوانین اور تعلیمات کی روشنی میں کی گئی ہے۔ ڈیکلریشن کی تفصیل میں اہم شقیں شامل ہیں مگر مجموعی طور پر مذہبی حلقے اس دستاویز کو اپنے مدارس اور مساجد میں ضابطہ کار کے طور پر لاگو کرنے سے احتراز کرتے محسوس ہوتے ہیں۔

    پاکستان نے دہشت گردی کے خلاف ایک کامیاب جنگ لڑی ہے مگر بدقسمتی سے بہت سے مذہبی رہنما اس جنگ کو بھی فرقہ وارانہ رنگ دینے پر تلے ہوئے ہیں اور کہا جا رہا ہے کہ یہ ایک مخصوص اور مقبول فرقہ کے خلاف جنگ تھی۔ اس بیانیہ کے ذریعے ملک میں مختلف تشدد پسند تنظیموں کی راہ ہموار کرنے کی کوشش کی جا رہی ہے۔ یہی بیانیہ دوسرے مسالک اور مذاہب کے خلا ف نفرت کو بڑھوتری، معاشرہ میں تقسیم اور تشدد پسند مذہبی گروہ کو تقویت دے رہے ہیں۔ جبکہ ملکی ادارے پاکستان کے خلاف دہشت گردی کے اس بیانیہ کے رد کے لیے اقدامات کے حوالے سے گریزاں ہیں۔ پاکستان اس وقت مختلف اقسام کی انتہا پسندی کی زد میں ہے۔ مخصوص مذہبی رہنما اور گروپ معاشرہ کو ایک تباہی کے دھانے اور بحران کی طرف لے جانے کی قیادت کر رہے ہیں ریاست ہمیشہ سے سٹیٹس کوکو برقرار رکھنے اور بحران کو قابو کرنے میں جتی ہوئی ہے مگر اب تک ریاست کی یہ حکمت عملی موثر ثابت نہیں ہو سکی۔ ریاستی سطح پر صورتحال اس سے بھی بدتر ہے مگر معاشرہ کی سطح پر تشدد کی مذمت کی جاتی ہے۔ اس کے پیچھے خاص طور پر مختلف عقائد کے حامل لوگوں کے خلاف نفرت کی سوچ کارفرما ہے جو کبھی کبھار معاشرہ میں ظاہر ہوتی ہے۔ جس سے یہ تاثر ابھرتا ہے کہ عقائد کی بنیاد پر امتیاز کی یہ فکر کسی ایک طبقہ فرقہ یا تعلیمی پس منظر یا گروہ تک محدود نہیں یہاں تک کہ یہ صورتحال اپنی ہیئت میں بھی متضاد محسوس ہوتی ہے۔عوام الناس میں مذہبی تعصب اس حد تک سرایت کر چکا ہے کہ نفرت کا یہ بیانیہ اکثریتی مائنڈ سیٹ کو فروغ دے رہا ہے۔ [Muhammad Amir Rana]




      Inclusive Pakistan


    AFTER the despicable Gojra riots in Punjab’s Faisalabad district that targeted Christians living in the area, a few Muslim scholars attempted to grapple with the issue of constitutionalism in Pakistan. The disturbances had badly damaged the country’s image. It was 2009 when Pakistan faced the maximum number of attacks for any year. The scholars were trying to understand how a country with such an inclusive Constitution could suffer some of the worst forms of religious bigotry.
    The debates put forth many explanations, from how the state’s strategic priorities had backfired to how a hostile regional environment was fuelling bigotry. Some weighed in on the ideological aspect of extremism, and others on how it goes unchecked amid the civil-military divide. However, the debates failed to fully present the reasons behind the exclusive nature of Pakistani society.
    In totality, nevertheless, the discussion exposed the dichotomies and paradoxes in our social milieu. The state and society are largely caught between modernisation and conservatism: an average Pakistani wants to be progressive but within a conservative framework. The state desires to stand tall in the international community, but without reforming its institutions.
    Certain religious leaders and groups are pushing society towards chaos.
    To satisfy its own conscience, the state sometimes takes initiatives that give an impression as if it has decided to break with the past and move towards an inclusive society. A similar attempt was made early this year in the shape of the Paigham-i-Pakistan (message of Pakistan), a counter-narrative declaration or fatwa against increasing religious intolerance and violence.
    A unanimous declaration by 1,800 religious scholars across the country, the Paigham-i- Pakistan was projected as a reflection of the Pakistani state and society’s collective thinking, and prepared in accordance with the injunctions of the Holy Quran, the Sunnah and the Constitution. Following this, the security institutions launched a countrywide awareness campaign in educational institutions about Paigham, which was presented as a blueprint of an inclusive Pakistan.
    Interestingly, a few banned organisations tried to hijack the declaration. Their leadership was not only present at the launch of the declaration held at President House, but even at organised seminars to spread the ‘message’.
    It might seem a positive development that banned sectarian and militant organisations became the Paigham-i-Pakistan’s custodians. However, it proved counterproductive, as opponent sectarian groups outright rejected the document, labelling it an attempt to provide safe passage to those banned organisations, which were under severe pressure at the time. The Tehreek-i-Labbaik Pakistan (TLP) is among those which have not endorsed the Paigham-i-Pakistan. Many believed that banned groups like Ahle Sunnat Wal Jamaat and Jamaatud Dawa were using it to acquire legitimacy in the public domain.
    So far, the Paigham-i- Pakistan has failed to create any significant impact.
    As far as the contents of the declaration are concerned, it seems very comprehensive and well argued. For example, it talks about the reconstruction of Pakistani society and says: “Pakistanis neither demean other religions nor humiliate the founders of other religions. It is imperative for Muslims to bring others towards Islam only through convincing argumentation while practising their own religion independently and freely.” The Paigham also endorses the constitutional clauses on religious freedom and declares them as being in accordance with the basic principles of Islam. It says: “All citizens are guaranteed fundamental rights within the parameters of law and ethics. These rights include equality in status and opportunities, equality before the law, socioeconomic and political justice, the rights of expression, belief, worship and freedom of assembly.”
    Similarly, the declaration condemns sectarian hatred, armed sectarian conflict and the imposition of one’s ideology on others by force. The religious scholars who signed the declaration pledged they would work for a society based on the principles of democracy, liberty, equality, tolerance, harmony, mutual respect and justice to achieve a congenial atmosphere for peaceful coexistence.
    Describing the context of the declaration, the Paigham-i-Pakistan claims that maximum legislation according to Islamic teachings and principles has taken place in this country. However, the religious clergy is still reluctant to adopt the document as a manual for their mosques and madressahs. As mentioned earlier, controversies created by a few religious groups have also compromised Paigham-i-Pakistan, reflecting the religious clergy’s narrow vision.
    Pakistan has fought a successful war against terrorism, but it is unfortunate that many religious leaders and groups have given a sectarian colour to the war, saying it was against particular sects. This narrative has provided political and social space to new radical forces in the country. It has also empowered new hate narratives against minority sects, communities, and religions. These leaders and groups have nurtured a new blend of extremism, while state institutions remain in tactical denial where it comes to countering the terrorists’ anti-Pakistan arguments.
    Pakistan is caught in a vicious cycle of extremism, where state institutions and leaderships have become hostage to hate narratives. Certain religious leaders and groups are pushing society towards chaos. The state wants to both maintain the status quo and control the chaos, but its strategies have not proved effective yet.
    On the societal level, the situation is even worse and often takes the form of discrimination against weak religious communities. While militant violence is condemned, the underlying mindset, especially where it pertains to people of different faiths, is rarely addressed. This makes faith-based discrimination seem like a pervasive phenomenon, not restricted to any one class, ethnicity, educational background, or group; so much so that even the solutions to such issues are deemed controversial in nature.
    The state is hesitant to control religious hatred. Deep-rooted hate narratives have developed a majoritarian mindset, which creates insecurity among the very tiny religious minorities. Even ‘naya Pakistan’ has not yet shown the courage to break the vicious cycle of this hatred.

    The US government misleads its public to justify the 17-year-old war in Afghanistan, routinely using inflated data to justify its stay, The New York Times reported on Saturday. The report compares the US government`s data with those provided by various international aid agencies and with NYT`s own research and concludes that Washington does not want Americans to know the real situation in Afghanistan.
    While the US government says the Taliban control or contest 44 per cent of districts in Afghanistan, the NYT report claims that the insurgents actually control or contest about 61pc area. Since 2017, the Taliban have held more Afghan territory than at any stage since the American invasion in October 2001.
