Sri Lanka's health minister has claimed that a local organisation was linked to the string of bombings that killed nearly 300 people and wounded 500 others.

Rajitha Senaratne on Monday blamed President Maithripala Sirisena's government for failing to act on intelligence inputs shared 14 days before the multiple blasts that targeted churches and luxury hotels across the island nation.

Speaking at a press conference in the capital Colombo, Rajitha Senaratne said that failure to act against National Thowheeth Jama’ath, a hardline Muslim local organisation, has devastated the entire country.

"Unfortunately, despite all these revelations by the intelligence units we could not avert these attacks," Senaratne who is also the Cabinet spokesman, said.

The government on Monday declared April 23 as a day of national mourning following the worst attack in the Indian Ocean island nation since its civil war ended a decade ago.

Senaratne's criticism of President Sirisena, who heads the security forces, comes a day after Prime Minister Ranil Wickremesinghe acknowledged that "information was there" about possible attacks.

"We must also look into why adequate precautions were not taken," he said on Sunday.

Ties between the two leaders are at an all-time low following Sirisena's sacking of Wickremesinghe in October. The move triggered a weeks-long political crisis that ended only when the Supreme Court overturned that decision.

Terrorism, Suicide Bombing Un-Islamic, 1800 Islamic Scholars Declaration Issued, Endorsed by Al-Azhar, Cairo, Imam of Kaaba and International Scholars:

The national document, which was  prepared by “Islamic Research Institute”, International Islamic University, Islamabad after through research and deliberations in the light of Quran, Sunnah and Constitution of Islamic Republic of Pakistan, it is called “Paigham-e-Pakistan” [The Message of Pakistan].

It was approved and promulgated by more than 1800 religious scholars of all major islamic groups from different schools of Islamic thought [number has now crossed over 5000]. A unanimous edict (فتوی ) and Joint Declaration was passed by 31 prominent Ulemas on 26 May 2017. The communiqué containing 22 points resolution was transformed into a comprehensive book (Urdu and English) titled as “Paigham-e-Pakistan” [The Message of Pakistan] “پیغام پاکستان ”, which was presented  on 16 Jan 2018.

This document issued in the form of book, provides answers to  the important issues of peaceful Coexistence, Tolerance , Takfeer تکفیر and Jihad in light of Quran and Sunnah. Though prepared after consistent efforts by the  Islamic Research Institute, International Islamic University, Islamabad, the document belongs to the State of Pakistan, hence every citizen of Pakistan is inheritor of this document and responsible. ABBAS: ISRAELIS HAVE NO RIGHT TO DESECRATE OUR HOLY SITES WITH THEIR FILTHY FEET

Abbas: Israelis have no right to desecrate our holy sites with their filthy feet
Palestinians won’t allow Israelis to “desecrate” Islamic and Christian holy sites in Jerusalem, Palestinian Authority President Mahmoud Abbas said on Wednesday, referring to the tensions surrounding visits by Jews to the Temple Mount.

“Al-Aksa is ours and so is the Church of the Holy Sepulchre. They have no right to desecrate them with their filthy feet. We won’t allow them to do so and we will do whatever we can to defend Jerusalem,” Abbas said in his Ramallah office during a meeting with east Jerusalem activists.

Abbas said the Palestinians were determined to prevent Israel from passing its scheme to “divide” the Aksa Mosque compound.

“There will be no Palestinian state without Jerusalem,” he stressed. “We are in Jerusalem and we will stay in it to defend our Islamic and Christian holy sites. We’re not going to leave our country.”

Fighting extremism more important than fighting terrorism

Declarations of victory are everywhere, and on the lips of everyone concerned with the war on terror in Syria. In my opinion, this is a temporary victory, and it is only a matter of time until another Daesh organization emerges.

Daesh, the so-called state whose defeat was announced in Syria last week, was born in 2011 after the declaration of the end of the Al-Qaeda terrorist organization. It was announced that Al-Qaeda had been completely destroyed following its defeat in Baghdad and western Iraq.

The number of those said to be members of Daesh who have been arrested in Syria has reached about 30,000. The number of those who joined the terrorist group during the Syrian war is thought to be more than 60,000, according to an estimate based on the number of detainees who left different parts of Syria after the launch of the international coalition’s attacks against them last summer.

Like Al-Qaeda, Daesh is an idea, and ideas do not die easily in our region’s current environment, which is one of chaos and emptiness. 

Al-Qaeda first appeared in Afghanistan after the Taliban took over and following the withdrawal of US troops in the early 1990s. From there, the idea of cross-border armed extremism spread to the countries of the region through the media, mosques and other incubators.

Al-Qaeda strongly came into the picture in Iraq after the collapse of Saddam Hussein’s regime and the establishment of a weak temporary government in Baghdad under US administration. It was finally defeated in Iraq after thousands were killed in Anbar province, but it resurged under a new name and flag.

In 2011, the peaceful and civil revolution started in Syria, and Abu Bakr Al-Baghdadi, who had established a “caliphate” and named it the Islamic State of Iraq, seized the opportunity to expand his so-called state across the border into Syria. He started to establish Daesh’s presence in Syria and chose Abu Mohammad Al-Julani for the task. But Al-Julani soon disagreed with his leader and instead founded the Al-Qaeda-linked Al-Nusra Front.

Extremism has no religion and leads to terrorism. We have seen this in the way the racist right has turned to murder, such as in the recent crime that took place in two mosques in New Zealand. Extremism is one creed that nurtures itself.

Al-Julani decided in 2016 to change the name of his organization to Jabhat Fateh Al-Sham (JFS). He said the aim was to “repel the pretexts of the international community, led by the US and Russia, which are bombing and displacing common Muslims in Syria under the pretext of targeting Al-Nusra Front.” The truth is that it was part of the game of forming alliances with Turkey and a number of other Syrian factions.

Other terrorist movements emerged, including the Nour Al-Din Al-Zenki Movement, Liwa Al-Haqq, Jaysh Al-Sunna and the Ansar Al-Din Front. Even JFS changed its name again to Hayat Tahrir Al-Sham.

Syria was not the only territory to be invaded by Al-Qaeda, as the organization’s branches are present in many areas. Al-Qaeda has a presence in the Arabian Peninsula, the Indian subcontinent and the Islamic Maghreb, in addition to the Al-Shabab organization and sleeper cells in Iraq and elsewhere.

Therefore, declaring victory and the destruction of Daesh’s terrorist caliphate is an event confined to its place and time. 
Terrorism will remain as an idea produced by extremism. This means that fighting extremism is more important than fighting terrorism, which is limited to the context of carrying arms.

Organizations such as the Muslim Brotherhood remain a large school for producing dangerous ideas, even though among their followers and branches there are peaceful groups that are different from Al-Qaeda.

Daesh’s deadly essence must be denied chance to thrive

It is significant to note that hate is a driver of social destruction not only in terms of race and ethnic relations, but also between religions. Hate is intense, long-lasting and demands retaliation or redress. Hate, in other words, clouds reason. We find many people looking "more Muslim" than others due to their outlook and activities in display, yet it's not a measuring  tool for their level of faith , which is only known to Allah. However they consider ONLY themselves  to be entitled to  exercise control on religion, which is contested because authenticity of any opinion on religious matter is conditional to the reference and authority from Holy Scripture. 
Allah has not authorized anyone to present their personal opinions to be Divine. The Jews and Christians were condemned for taking their scholars indulging in such practices as Lord (Rabb) (9:31). (Hence such blind following is Shirk,  polytheism)

To control the spread of Corona Panadamac, experts advise preventive measures like social distancing and Quarantine. This have been out rightly rejected by Pakistani religious contractors. No amount of  references from Holy Books or logic could convince them to temporarily  suspend the prayer (Salah) congregations, though in the two Holiest Mosques,  in Middle East,  Turkey,  Far East and all around the world  these measures has been implemented without any debate. 

The President of Pakistan contacted Al-Azhar which issued Edict (Fatwa) to suspend prayer congregations for public safety. Even this has been resisted by our  Holy (Hollow)  Men, who have no regard for public life. 

There is need to deeply analyse this religious mindset of Pakistani clergy,  which is fatal for this nation and country. 

The Powerful Religious Establishment ( yes don't be surprised,  it's reality ) mafia supported TTP, overtly and covertly (many big names)  resulting in public sympathy despite huge loss of public life (over 70,000 lives lost in terrorism and over  $100 Bn loss to economy). Some genuine Scholars opposed and were martyred by terrorists.

We cannot move forward as Pakistani and Muslim, unless we tackle this menace of this ignorant , extremist class who are in full control of religion and mislead more ignorant  public. Islam is to be rescued. 
Those who claim to be genuine Scholars of Islam should not sit home in silence like hypocrites. They must come forward and debate to convince ignorant ulema.  

This requires deep study and concrete  result oriented short term and long term measures  at  intellectual, governmental and societal level.

 بلاسٹ کے مبینہ ماسٹر مائنڈ سنیل جوشی کی 2007 ء میں ہی پراسرار حالات میں موت ہو چکی تھی۔ دہلی ،لاہور سمجھوتہ ایکسپریس ٹرین میں 18 فروری 2007ء کو پانی پت کے قریب 2 بم بلاسٹ ہوئے تھے جن میں 68 لوگ مارے گئے تھے،ان میں زیادہ تر پاکستانی تھے، نیز دیگر 12 شدید زخمی ہوگئے تھے۔استغاثہ کی طرف سے کل 299گواہوں کی فہرست پیش کی گئی تھی، جن میں 224کورٹ کے سامنے پیش ہوئے۔ ان میں سے 51 اہم گواہ اپنے بیان سے منحرف ہوگئے۔ 13 چشم دیدپاکستانی گواہ عدالت کے سامنے پیش ہی نہیں ہوئے۔ اسپیشل جج جگدیپ سنگھ نے اسکی تفصیلات اپنے آرڈر میں درج کی ہیں۔ ان کے مطابق تین بار سمن جار ی کرنے کے باوجود پاکستانی گواہان کو عدالت میں لانے کی کوئی سعی نہیں کی گئی۔ مارچ2017ء میں پہلی بار نیشنل انویسٹی گیشن ایجنسی (این آئی اے) کو پاکستانی گواہ حاضر کرنے کیلئے کہا گیا۔ کئی ما ہ بعد وزارت خارجہ کا ایک مکتوب موصول ہوا کہ بیان درج کروانے کی تاریخ سے کم از کم چار ماہ قبل سمن ان کے پاس پہنچنا چاہئے۔ جولائی 2017ء میں پھر نومبر میں شنوائی کیلئے سمن جاری کئے گئے۔ یہ سمن وزارت داخلہ نے کئی ماہ بعد وزارت خارجہ کے سپرد کئے۔ جواب کا انتظار کرتے ہوئے، اپریل 2018ء میں عدالت نے تیسری بار گواہوں کو حاضر کروانے کیلئے حکم نامہ جاری کیا اور جولائی2018ء کو وزارت داخلہ کو اس کی یاد دہانی بھی کروائی۔ جس کے جواب میں بتایا گیا کہ سمن وزارت خارجہ کے ذریعے پاکستانی فارن آفس کے سپرد کئے گئے ہیں۔ بھارتی ذرائع کے مطابق پاکستانی حکام نے یہ سمن گواہوں تک پہنچانے کے بجائے واپس کردیئے۔ چند سال قبل ہریانہ کے سابق ڈائریکٹر جنرل پولیس ( لاء اینڈ آرڈر) وکاس نارائن رائے نے راقم کو بتایا تھا کہ اس کیس کو حتی الامکان کمزورکرنے کی کوششیں ہو رہی ہیں۔ نارائن رائے، اسپیشل انوسٹی گیشن ٹیم (ایس آئی ٹی) کے سربراہ تھے، جس نے سمجھوتہ دھماکوںکی ابتدائی تفتیش کی تھی۔ ’’ہندو دہشت گردی‘‘ کے حوالے سے بھارت میں سرکاری ایجنسیوں پر دبائوبنایا جارہا تھا، کہ وہ اپنی تفتیش ختم کریں نیزعدالتی پیروی میں تساہل اور نرمی سے کام لیں۔ ابتدائی تفتیش میں بھارتی ایجنسیوں نے ان دھماکوں کے تعلق بھی مسلم نوجوانوں کے ساتھ جوڑنے کی کوشش کی، چند ایک کو حراست میں بھی لیا۔ میڈیا میں انڈین مجاہدین اور پاکستان میں سرگرم کئی تنظیموں کا بھی نام لیا گیا۔ مگر چند دیانت دار افسران کی بدولت اس دھماکہ میں ایک ہندو انتہا پسند تنظیم' ابھینوبھارت‘ کے رول کو بے نقاب کیا گیا۔سب سے زیادہ خطرے کی گھنٹی اس وقت بجی جب نومبر 2008ء میں ملٹری انٹیلی جنس کے ایک حاضر سروس کرنل پرساد سری کانت پروہت کے رول کی نشاندہی کرکے اس کو گرفتار کیا گیا۔اگلے دو سالوں میں نیشنل انویسٹی گیشن ایجنسی (این آئی اے) نے سوامی اسیما نند اور ایک انجینئر سندیپ ڈانگے کو حراست میں لے لیا۔ اسی دوران راجستھان کے انٹی ٹیررسٹ سکواڈ کے 806 صفحات پر مشتمل فرد جرم میں انکشاف کیاگیا ، کہ فروری 2006ء میں ہندو انتہا پسندوں نے وسطی بھارت کے ایک شہر اندور ایک میٹنگ کرکے سمجھوتہ ایکسپریس پر حملے کی سازش تیار کی تھی۔ اس میٹنگ میں ہندو انتہا پسندوں کی مربی تنظیم راشٹریہ سیوک سیوم سنگھ(آر ایس ایس) کے مقتدر لیڈر اندریش کمار بھی موجود تھے۔ اس سے قبل ان کا نام اجمیر شریف کی درگاہ میں ہوئے دھماکہ کی سازش میں بھی آیا تھا۔مگر ان کی کبھی دوران حراست تفتیش نہیں ہوئی۔ 12 فروری 2012ء میں این آئی نے آر ایس ایس کے کارکنوں راجندر پہلوان، کمل چوہان اور اجیت چوہان کر گرفتار کیا۔ ایجنسی کے بقول ان تین افراد نے ہی ٹرین میں بم نصب کئے تھے۔ گو کہ بھارت میں سرکاری ایجنسیاں دہشت گردی سے متعلق واقعات کا تعلق آنکھ بند کئے مسلمانوں سے جوڑتی آرہی ہیں، مگر 29 ستمبر 2008ء کو مہاراشٹرہ کے مالیگائوں شہر کے ایک مسلم اکثریتی علاقہ میں ہوئے دھماکوں اور اس میں ملی لیڈز نے مہاراشٹر کے اینٹی ٹیررسٹ سکواڈ کے سربراہ ہیمنت کرکرے کو چونکا دیا۔ اور ایک غیر جانبدارانہ تفتیش کے بعد اس نے ہندو دہشت گردی کا بھانڈا فاش کیا۔بدقسمتی سے کرکرے 2008ء کے ممبئی حملوں میں دہشت گردوں کا نشانہ بن گئے، جس کے بعد یہ تفتیش مرکزی ایجنسی این آئی اے کے سپر د کی گئی۔ اس کے بعد تو حیدرآباد کی مکہ مسجد، اجمیر درگاہ، سمجھوتہ ایکسپریس دھماکوں کے تار بھی ہندو دہشت گردی سے جڑتے گئے۔ جب کرکرے نے یہ نیٹ ورک بے نقاب کیا تھا تو بی جے پی اور شیو سینا کے متعدد رہنمائوں نے ان کے خلاف زبردست شور برپا کیا اور انہیں 'ملک کا غدار‘ قرار دیا تھا-

بہرحال کرکرے کی تحقیق کا یہ نتیجہ نکلا کہ دہشت گردانہ واقعات کے بارے میں جو عمومی تاثر پید اکردیا گیا تھا وہ کچھ حد تک تبدیل ہوا کہ اس کے پشت پر وہ عناصر بھی ہیں جو اس ملک کوہندو راشٹر بنانا چاہتے ہیں۔ ابتداء میں ان واقعات میں معصوم مسلم نوجوانوں کو ماخوذ کرکے انہیں ایذائیں دی گئیں اور کئی ایک کو برسوں تک جیلوں میں بند رکھا گیا۔ ایک معروف صحافی لینا گیتا رگھوناتھ نے یو پی اے حکومت کی ہند و دہشت گردی کے تئیں ' نرم رویہ‘ کو افشاں کیا تھا۔ لینا کے بقول ’’ تفتیشی ایجنسیوں کے ایک افسر نے انہیں نام نہ ظاہر کرنے کی شرط پر وزارت داخلہ کو سونپی گئی ان خفیہ رپورٹوں کے مطالعے کی اجازت دی تھی۔ ان رپورٹوں میں مرکزی وزارت داخلہ سے یہ درخواست کی گئی تھی کہ وہ آر ایس ایس کو ایک شو کاز ( وجہ بتائو) نوٹس جاری کرے کہ اس کے خلاف جو شواہد اور ثبوت ہیں کیوں نہ ان کی بنیاد پر اسے غیر قانونی اور ممنوع قرار دیا جائے؟‘‘ مہاراشٹر کی اسوقت کی کانگریس کی قیادت میں مخلوط حکومت نے بھی ابھینو بھارت اور دیگر ہندو انتہا پسند تنظیموں کو غیر قانونی قرار دینے کی سفارش کی تھی لیکن اس پر مرکزی حکومت نے عمل نہیں کیا۔ 2014ء میں وزیر اعظم مودی کے برسراقتدار میں آنے کے بعد سے متواتر ان مقدمات کو کمزور کروانے کی کوششیں کی گئیں۔ اس سلسلے میں مالیگائوں کے بم دھماکہ مقدمہ کی خصوصی سرکاری وکیل رو ہنی سالیان نے یہ سنسنی خیز انکشاف بھی کیا ، کہ سرکاری وکیلوں پر دبائو ڈالا جارہا ہے کہ وہ مقدمات کی پیروی میں سست روی اور نرمی سے کام لیں۔ اسکے علاوہ سرکاری گواہوں کو منحرف کرنے کا عمل شروع ہوا۔ سالیان کے مطابق نیشنل انوسٹی گیشن ایجنسی کے ایک سینئر افسر نے (جو محض ایک پیغام رساں تھا) اپنے بالا افسروں کو یہ پیغام پہنچایا کہ وہ مقدمہ کی پیروی کے لئے پیش نہ ہوں۔ سالیان نے کہا کہ ’’اس کا مقصد (افسر کا لایا ہوا ہے پیغام) بالکل واضح ہے کہ ہم سے ہمدردانہ احکامات کی توقع نہ رکھیں۔‘‘ انہوں نے مزید بتایا کہ بی جے پی جب سے بر سر اقتدار آئی تو این اے آئی کا ایک افسر ان کے پاس آیا اور بات کی۔ سالیان کے بقول : ’’ اس نے کہا کہ وہ فون پر بات کرنا نہیں چاہتا، اس لئے وہ یہاں آیا اور پیغام سنایا کہ میں نرم رویہ اختیار کروں۔‘‘ مالیگائوں کیس میں سادھوی پرگیہ ٹھاکر، کرنل پروہت، سوامی اسیم نند( جس کے گجرات ضلع آنند میں واقع آشرم کو بی جے پی کے کئی بڑے رہنمائوں بشمول اس وقت کے وزیر اعلیٰ نریندر مودی کی سرپرستی حاصل تھی) اور دیگر کے مقدمات کے بارے میں محترمہ سالیان کو یہ ہدایت کہ وہ ’’نرمی اور تساہلی‘‘ سے کام لیں۔ یہ حقیقت بھی قابل تشویش ہے کہ دہشت گردی کے ان واقعات کی چل رہی تحقیقات بھی روک دی گئی، جن میں آرایس ایس کے بڑے رہنما جیسے اندریش کمار وغیرہ کا نام نہ صرف ملزموں نے عدلیہ کے سامنے دیئے گئے اپنے اقبالیہ بیان میں دیا تھا بلکہ جانچ رپورٹوں میں بھی ان کے نام آئے تھے۔پچھلے چند سالوں میں گجرات کے تقریباً وہ تمام پولیس افسران جو ’’پولیس مقابلوں ‘‘ کے نام پر بے رحمانہ قتل کرنے کے الزامات کا سامنا کررہے ہیں رہا ہوچکے ہیں اور بعض کو دوبارہ ملازمت پر بحال کردیا گیا ہے۔ یہاں تک کہ حکمراں جماعت کے موجودہ صدر امیت شاہ ، جن کے بارے میں قومی تفتیشی ایجنسی یعنی سی بی آئی نے اپنی چارج شیٹ میں یہ تک لکھ دیاتھا کہ ’’ ( پیسہ اینٹھنے کا)ریکٹ ان سے شروع ہوتا ہے اور ان پر ختم ہوتا ہے۔‘‘ وہ بھی سہراب الدین اور ان کی اہلیہ کے علاوہ دیگر انکائونٹر میں ’’ بری ‘‘ کردیئے گئے ہیں۔مودی حکومت کے برسر اقتدار آنے کے بعد سے اجمیر درگاہ بلاسٹ کے 14گواہان منحرف ہوئے ۔ ان میںسے ایک گواہ رندھیر سنگھ نے بی جے پی میں شمولیت اختیار کرلی اور اسے جھارکھنڈ کی بی جے پی حکومت میں وزیر مقرر کیا گیا۔کرکرے نے جو ضخیم چارج شیٹ تیار کی تھی اس میں آر ایس ایس لیڈر اندریش کمار، وشو ہندو پریشد کے پروین توگڑیا کے علاوہ کئی اور نام بھی شامل تھے۔ سوامی اسیم نند نے کاروان میگزین کو دیئے گئے اپنے طویل انٹرویو میں آرایس ایس کے سربراہ موہن بھاگوت کا بھی نام لیا تھا۔یہ تو طے تھا کہ بھارت کی موجودہ حکومت سمجھوتہ ، اجمیر اور مالیگائوں کیسوں کی پیروی میں ایک منصوبہ کے تحت تساہلی سے کام لیکر ہندو تنظیموں پر دہشت گردی کے داغ دھو رہی تھی، مگر خاص طور پر سمجھوتہ بلاسٹ کیس میں پاکستانی حکام کی سرد مہری سمجھ سے بالاتر ہے۔ جس طرح 2008 ء کے ممبئی دھماکوں میں یا حا ل میں جیش محمد کے سربراہ مسعود اظہر کے سلسلے بھارت نے اقوام متحدہ تک کا دروازہ کھٹکھٹایا ، آخر پاکستانی حکام سمجھوتہ کیس کی مانیٹرنگ کرنے سے کیوں کترا رہے تھے۔ اگر کورٹ کا تجزیہ درست ہے کہ تین بار سمن جاری کرنے کے باوجود پاکستانی گواہان کو کورٹ میں پیش نہیں کیا گیا، تو اسکی ذمہ داری کا تعین ہونا چاہئے۔ بھارت کے علاوہ پاکستانی حکام کی بھی جوابدہی طے ہونی چاہئے اور ان کو بھی اپنی پوزیشن صاف کرنے کی ضرورت ہے۔
